Russia’s Finance Ministry proposed freezing nearly 3 trillion rubles in non-military budget spending, the Financial Times reported, citing a letter from Finance Minister Anton Siluanov.
According to the newspaper, the proposal came after Russia’s war-related spending in 2026 exceeded the budgeted amount by at least around 2 trillion rubles.
The proposed savings covered a broad range of civilian spending, while defense expenditure was not expected to be cut.
The Financial Times reported that defense and security account for nearly 40% of Russia’s federal budget.
The information about the Finance Ministry’s internal proposals comes from the Financial Times and was not officially published in this form.
