Russian President Vladimir Putin has signed a law allowing authorities to freeze property and financial assets to ensure the enforcement of penalties for a range of administrative offenses committed outside the country. The new rules will take effect on September 1, 2026.
Federal Law No. 168-FZ extends Russian administrative liability to certain actions carried out abroad if the authorities consider them directed “against the interests of the Russian Federation” and the person has not already been held criminally or administratively liable for the same act in another country.
The list includes violations of Russia’s rules governing “foreign agents,” calls for sanctions against Russia, public appeals challenging the country’s territorial integrity, the production and distribution of materials deemed “extremist,” participation in the activities of “undesirable” organizations, and the “discrediting” of the Russian military.
Authorities will be able to freeze a person’s property, including financial assets, to ensure that a future administrative penalty can be enforced.
