Russian President Vladimir Putin held a meeting with government officials on June 23 to discuss conditions on the domestic fuel market.
Deputy Prime Minister Alexander Novak described the situation as “difficult” but said the government considered it under control.
According to Novak, Russia has completely banned exports of gasoline and aviation fuel and is considering a full ban on diesel exports. The government is also drawing on previously unused reserves, shortening refinery repair schedules, and postponing some planned maintenance.
Russian oil refineries were repeatedly targeted by Ukrainian strikes in June, while restrictions on fuel sales spread to several regions and Russian-annexed Crimea.
Novak said refineries had increased output at available capacity to the maximum possible level. His assessment that the situation remains under control reflects the position of the Russian government.
