Shortages of gasoline and diesel fuel had spread to the Moscow region and large parts of Russia by the end of June, Reuters reported.
The agency documented closed gas stations, lines, and fuel shortages in Moscow and the surrounding region. Before that, the toughest restrictions had been concentrated in Russian-annexed Crimea, southern Russia, and parts of Siberia.
In many regions, motorists faced limits on fuel purchases, while independent filling-station chains experienced disruptions in wholesale supplies.
The crisis developed amid Ukrainian strikes on Russian oil refineries and transport infrastructure.
By that point, the Russian government had already restricted fuel exports, begun drawing on reserves, and adjusted refinery maintenance schedules.
