The U.S. Senate on August 7 approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, legislation providing for new sanctions and other measures against Russia.
The bill passed by a vote of 86–11.
The legislation includes additional restrictions connected to Russia’s energy sector, as well as mechanisms for measures against major buyers of Russian oil and gas and entities involved in sanctions evasion.
Because the Senate amended the legislation, it still had to return to the House of Representatives. The new sanctions therefore had not yet taken effect as of August 7.
Congress later completed passage of the measure, and it became Public Law 119-111 on September 18, 2026.
