The Anti-Corruption Foundation has published an investigation alleging that Tatarstan head Rustam Minnikhanov is personally involved in managing the Luciano business group, which is formally owned by his wife, Gulsina Minnikhanova.
FBK says it obtained an archive containing thousands of documents, emails and messages spanning 13 years and linked to a close aide of Minnikhanov.
According to investigators, Luciano CEO Marat Shakirov regularly sent Minnikhanov reports on construction work, financial documents and other information about the companies. FBK also cites messages in which Minnikhanov himself asks for reports on individual projects.
Luciano companies own hotel, medical and real-estate assets as well as property that, according to FBK, is used by Minnikhanov’s family.
Based on the correspondence, the foundation concludes that Minnikhanov effectively manages the business despite legal restrictions on entrepreneurial activity by public officials. This is a conclusion of the investigation; no court has established a legal finding that Minnikhanov violated those restrictions.
