The Anti-Corruption Foundation has published an investigation into a Moscow apartment linked to Central Election Commission chair Ella Pamfilova.
According to FBK, the state transferred a 237-square-meter apartment on Rochdelskaya Street to Pamfilova free of charge, after which the property was registered in the name of her granddaughter, Irina Kezina.
Investigators estimate the apartment’s value at around 200 million rubles.
FBK links the transfer of the property to Pamfilova’s political role as head of the Central Election Commission and characterizes the arrangement in corruption-related terms.
The investigation itself does not legally establish that the apartment constituted a bribe or payment for any specific decision made by Pamfilova. The transfer of the property therefore needs to be distinguished from FBK’s political and legal interpretation of it.
