The Perm oil refinery halted operations after a Ukrainian drone attack, Reuters reported on September 25, citing industry sources.
According to the agency, the attack caused a fire and damaged parts of the facility’s infrastructure, including pipelines and storage tanks.
The refinery belongs to Lukoil and is Russia’s seventh-largest by processing volume. It processed around 12.6 million metric tons of crude oil in 2024.
Perm region Governor Dmitry Makhonin confirmed an attack on an industrial facility but did not identify the refinery. Lukoil did not respond to Reuters’ request for comment.
