Ukrainian President Volodymyr Zelenskyy said Ukrainian forces would intensify strikes on Russian oil refineries.
He said the campaign would be a response to Russia’s air attacks on Ukrainian cities and infrastructure.
Zelenskyy said Ukrainian intelligence indicated that Russia had adopted a new “doctrine” allowing systematic strikes on logistics infrastructure, schools, hospitals and other civilian facilities.
The existence of any formally adopted Russian doctrine of this kind has not been independently confirmed. The description is Zelenskyy’s characterization based, he said, on Ukrainian intelligence.
