The Trump administration threatened to restrict U.S. weapons deliveries and intelligence sharing with Ukraine unless Kyiv stopped striking Russian oil refineries, the Financial Times reported, citing European officials.
According to the FT, possible measures included restrictions on the PURL mechanism through which European countries finance purchases of U.S. weapons for Ukraine.
Reuters, however, received a different account from three people familiar with a meeting between U.S. and Ukrainian delegations in Miami, including one person who took part in the talks.
Those sources said U.S. officials did demand that Ukraine halt strikes on Russian refineries and pointed to the scale of American military and intelligence support, but did not threaten to cut off that support if Kyiv refused.
Financial Times and Reuters sources therefore agree that Washington pressured Ukraine to halt attacks on Russia’s refining sector, but disagree on the central question of whether that pressure included a threat to deprive Kyiv of weapons and intelligence.
