The educational community Frame, which operates in Tbilisi, has been added to Russia’s registry of organizations designated as “undesirable.” Mediazona first drew attention to the new entry in the Justice Ministry database.
According to the registry, Russia’s Prosecutor General’s Office made the decision to designate Frame’s activities as “undesirable” on September 29. The agency had not previously announced the decision publicly.
Frame has operated in Tbilisi since its team relocated from Russia in March 2022. The project organizes educational programs, lectures, training sessions, schools and other events.
In February 2026, Russia’s Justice Ministry had already added Frame and its coordinator Maxim Ivantsov to the country’s “foreign agents” registry.
At the time, the ministry alleged that Frame had spread “false information” about decisions by the Russian authorities and military, opposed the war and cooperated with organizations and individuals already included in various Russian government restriction lists.
Designation as an “undesirable organization” bans the organization’s activities in Russia and creates a risk of administrative or criminal prosecution for people who take part in its activities.
