Ukrainian President Volodymyr Zelensky said Kyiv is resuming strikes on Russian oil refineries after a pause of several days. The Rosneft-owned Ryazan refinery was attacked overnight on October 15.
Zelensky announced the end of the pause in an interview with the Financial Times. Ukraine had suspended attacks on Russian refineries after U.S. President Donald Trump announced a halt to strikes on energy facilities and called on Kyiv to stop targeting Russian oil-processing infrastructure.
Zelensky said Ukraine no longer considers itself bound by that restriction. Kyiv says Russia continued striking Ukrainian energy infrastructure during the pause.
Drones attacked Russia's Ryazan region overnight on October 15. Governor Pavel Malkov said a large-scale Ukrainian drone attack caused a fire at an oil refinery. Reuters reported that the target was the Ryazan refinery, which accounts for about 5% of Russia's oil-processing capacity.
Trump had previously said Russia and Ukraine had agreed to stop striking energy facilities. The Kremlin later said the specific parameters of such an arrangement had not been finalized and work on them was continuing.
