Ukrainian intelligence says it intercepted from Russia a document containing a detailed plan for the possible systematic destruction of Ukraine’s energy and municipal infrastructure, The Guardian reported.
The document lists vulnerable elements of Ukraine’s energy system and examines strikes on power plants, substations, water systems and heating infrastructure. It also specifies the types and quantities of weapons that could be required to hit particular targets.
The document itself does not identify which Russian agency prepared it.
Several European officials familiar with the document told The Guardian that it was likely produced by analytical units connected to the Russian military or intelligence services.
Ukraine’s Energy Ministry confirmed the document’s existence to The Guardian and said it contained information that could assist future attacks on Ukrainian infrastructure. The ministry did not say which Russian body may have produced it.
The Guardian noted that The New York Times had previously reported on the document’s existence.
The document’s origin and official status have not been independently established.
