The development of the Russian Justice Ministry's information system for nongovernmental organizations, which includes the mandatory reporting portal used by designated “foreign agents,” cost the state budget 1.1 billion rubles, Important Stories reported, citing an Audit Chamber report.
The figure covers the entire GIS NKO system rather than only the section through which individuals and organizations designated as “foreign agents” have been required to submit reports since October.
After electronic reporting became mandatory, users complained that technical errors on the portal prevented them from submitting documents on time.
In May 2026, the Justice Ministry awarded a separate 18.4-million-ruble contract to the company Programmny Produkt to further develop the portal and the personal accounts used by nongovernmental organizations.
Important Stories found that Programmny Produkt is linked to businessman Anatoly Yablonsky. Sources in Russian security agencies had previously told the outlet that Yablonsky maintains close relations with senior Federal Security Service officials.
According to the outlet's calculations, Programmny Produkt has received state contracts worth at least 31.2 billion rubles over the past decade.
