Vladimir Putin has instructed the Russian government to approve a program for restoring trade and logistics infrastructure damaged in what a Kremlin document describes as "terrorist acts."
The list of instructions was published on October 17.
The document does not specify which facilities or regions are to be included in the program. It also does not explicitly state that the facilities were damaged by Ukrainian strikes.
The government must submit its first report on implementation by November 1, 2026, and report quarterly thereafter.
The term "terrorist acts" is the Russian authorities' characterization and does not represent an independent legal classification of the events by Potok.
