Russia’s Federal Security Service (FSB) has drafted an order to establish a border zone along part of the coastline near Gelendzhik in Krasnodar Krai, according to an October 18 report by Agentstvo. The outlet says it examined the draft document.
Novaya Gazeta Europe’s account says the proposed zone’s boundaries are described using 13 sets of coordinates. The locations mentioned include Rybatskaya, Vzlyotnaya, Desantnaya and Parusnaya streets, as well as stretches of coastline with beaches and FSB facilities.
According to Agentstvo, the explanatory note accompanying the draft cites a presidential instruction dated August 28, No. Prs-1131. The outlet says the instruction itself is not publicly available, and its contents have not been disclosed.
The measure is still a draft order. These reports do not mean that the border zone has already been established, beaches have been closed or a permit system has been introduced for visiting the areas concerned.
The available account of the draft does not make it possible to determine reliably the precise boundaries of any future restrictions or the conditions for access to the coast.
