Former Communist Party State Duma deputy Oleg Mikhailov, who headed the party's branch in Russia's Komi Republic, has been added to Russia's official list of “terrorists and extremists.” Entry No. 13623 appeared in the register maintained by Rosfinmonitoring, Russia's financial intelligence agency, on October 23, regional outlet BNK reported.
Mikhailov was detained on the evening of October 21 after arriving at a Moscow airport. He is charged under Part 2 of Article 205.2 of the Russian Criminal Code, which covers public calls for terrorist activity, justification of terrorism or promotion of terrorism using the internet. On October 22, Moscow's Basmanny District Court ordered him held in pretrial detention until December 21.
His inclusion on the Rosfinmonitoring list is a separate development following the previously reported detention order. Under Russian law, listing entails restrictions on financial transactions and special rules governing access to funds.
Inclusion in the register does not in itself mean that a person's guilt has been established by a final criminal conviction. Mikhailov was a defendant in an ongoing criminal case when the listing appeared.
