Russia's Prosecutor General's Office has prepared a draft order proposing a special personnel pool for employees who have participated in the war against Ukraine. Verstka reported on the document on October 23.
According to the draft examined by reporters, such employees would receive priority consideration for leadership appointments, including prosecutor and departmental management positions. It also sets out special personnel rules for employees serving in occupied Ukrainian territories.
The measure is a draft departmental order, not a regulation already in force. Until its formal adoption, the proposed rules cannot be treated as binding on hiring and promotion boards or as the basis for appointments that have already occurred.
The proposed system could change promotion criteria inside the prosecutor's office by giving wartime service additional weight alongside professional experience and qualifications. The document does not, however, establish how many employees could benefit or what effect it might have on the independence of prosecutorial decisions.
