Russian mobile operators warn that new rules for cellular base stations and the renewal of their permits could affect foreign-made equipment already installed in their networks. RBC reported on October 22–23 that companies had raised objections during discussions of the proposed regulation.
Representatives of VimpelCom and MegaFon pointed to risks for networks that rely on foreign manufacturers' equipment. Under the rules being discussed, applications to issue or renew permits from 2028 could have to meet domestic-origin requirements. That may complicate continued operation of some existing base stations when their permits expire.
The Digital Development Ministry confirmed receiving proposals from operators. What is established is a disagreement over regulation and warnings from companies — not a decision to disconnect foreign equipment en masse. The potential scale of the problem depends on the final rules and any transition arrangements.
Operators say the changes could affect mobile network reliability and the cost of replacing equipment. Government agencies, meanwhile, view domestic telecommunications technology as part of a drive for technological independence. The planned requirements will affect the market only once finally approved and put into practice.
