The Insider identified a man who entered the grounds of a residence used by African Union leaders in Ethiopia in April 2025. According to the investigative report published on October 23, he was Alexander Dubikov, who worked as an assistant to Russia's military attaché in the country and had links to Russian military intelligence.
The outlet obtained security-camera footage and compared the man's appearance with available biographical records. Reporters say Dubikov studied at military institutions, including a military intelligence academy, and was linked to military unit 45807. They also examined his professional circle, including connections to Russian intelligence personnel.
The Insider writes that Dubikov worked alongside military attaché Nikita Zayets, whom the outlet had previously linked to GRU activities. Identifying the suspected participant is the new development: the incident itself occurred long before the investigation was published.
There has been no independent official confirmation of the findings about Dubikov's GRU affiliation or the purpose of his entry. The investigation therefore presents The Insider's documentary-supported account, not a court-established intelligence operation or proof that information was stolen.
