A second-year student at the Kostroma College of Trade and Food Services was fined 1,000 rubles over a portrait of Alexei Navalny used as a VKontakte profile picture.
The case was reported by the student media outlet Groza.
According to the court ruling, the photograph was publicly visible on the student’s page from August 10 through September 17. Police officers discovered it on September 7.
An expert assessment found that the image displayed signs of public demonstration of symbols “associated” with the Anti-Corruption Foundation, which Russian authorities have designated an extremist organization.
The court fined the student 1,000 rubles.
The case does not mean Russian law explicitly defines every portrait of Navalny as extremist symbolism. It reflects the interpretation adopted by the expert and court in this specific administrative proceeding.
