Mobile internet access may be temporarily restricted in central Moscow from October 27 to 29, Russia's Digital Development Ministry warned on October 26. The ministry said the possible measures were intended to ensure security during two international summits. Interfax also reported the ministry’s announcement.
According to the ministry, restrictions may be imposed within the Third Ring Road. On October 27 and 28, they could begin at 11:30 a.m. Moscow time and last until the end of the day; on October 29, they could begin at 9:30 a.m. and also continue until the end of the day.
A summit of the Gas Exporting Countries Forum and the third Russia–Africa Summit are scheduled for those days. The ministry said voice calls, home internet and Wi-Fi should continue working normally. Access through mobile networks to services and websites on a so-called whitelist was also promised.
For now, the ministry has announced the possibility of restrictions: when the statement was issued, the October 27–29 shutdowns had not yet taken place. Their actual scope and duration will depend on decisions by the authorities and mobile operators.
Other apps and websites may become inaccessible over mobile connections. That could affect maps, payments, ride-hailing and other digital services if they are not included on the approved list.
