Russia plans to introduce armed security at the central office of communications regulator Roskomnadzor on Kitaygorodsky Proyezd in Moscow. According to public procurement documents, guards are to be equipped with nine-millimeter Makarov pistols. The independent outlet Verstka reported the plans on October 26 after examining the tender specifications.
Under the terms of the procurement, two armed guards must be stationed at the regulator's main building around the clock.
A third guard, equipped with less-lethal security equipment, is to join them for eight hours on working days.
In addition to firearms, the security personnel are to be supplied with rubber batons, handcuffs and metal detectors.
Their responsibilities will include monitoring the premises, screening visitors and identifying indications of possible attacks or the placement of explosives.
According to Verstka, security arrangements at Roskomnadzor's headquarters did not previously provide for the permanent use of firearms.
The procurement process is scheduled to conclude on November 2. The contract is to run for six months.
The maximum cost of armed security at the central office is approximately 17.2 million rubles. Additional spending is planned for the guard equipped with other security devices.
The tender forms part of a broader program to protect the agency's facilities.
The planned change comes amid reports of threats and attacks against Roskomnadzor employees. In early 2026, media outlets reported that agency employee Alexei Belyaev had been killed at the entrance to its Moscow office. The FSB subsequently claimed to have prevented alleged attacks on the regulator's senior officials.
However, the published tender documents do not establish that those incidents directly caused the change in security requirements.
At the time of publication, the procurement process had not been completed. Armed protection should therefore be described as a planned measure, not an existing security arrangement.
