Residents and visitors in central Moscow experienced mobile internet disruptions on October 27. RBC reported that restrictions were already being experienced.
The previous day, Russia's Digital Development Ministry had warned of possible restrictions on mobile communications and data services in Moscow from October 27 through 29. The latest reports concern disruptions that were actually observed, rather than merely planned measures.
Reports mentioned the Kitay-Gorod and Okhotny Ryad areas; some websites on the so-called whitelist remained accessible. BFM readers also reported delays in certain payments and problems renting electric scooters in central Moscow.
The ministry linked the restrictions to security measures during a summit of gas-exporting countries and the Russia–Africa summit. Its warning covered October 27–29 and the area within Moscow's Third Ring Road. Reports of a complete internet shutdown across the entire city have not been substantiated.
