The rights organization First Department published an analysis on October 26 of Russian Justice Ministry documents used to designate politician Boris Nadezhdin a “foreign agent.” According to the organization's report, the materials supplied by Nadezhdin include a 62-page memorandum listing the alleged grounds for the decision.
Nadezhdin was added to the register on July 10, 2026. First Department lawyer Maksim Olenichev drew attention to interviews, public statements and links to material about Nadezhdin cited by the ministry.
First Department says the documents it reviewed contain no information establishing foreign financing of Nadezhdin. The conclusion is limited to the documents examined and does not establish the absence of every possible foreign financial relationship.
Russian law allows a person to be designated a “foreign agent” under criteria that are not limited solely to receipt of money from abroad. The substance of the evidence presented, the legal grounds invoked and the ability to challenge them are therefore central to assessing the particular case.
Nadezhdin is challenging his inclusion on the register. According to the rights advocates, the next court hearing is scheduled for November 3, 2026. First Department's findings do not alter Nadezhdin's legal status without a corresponding court ruling.
