Prosecutors in Munich said on October 28 that they were investigating two Belarusian nationals suspected of planning to set fire to a building or critical infrastructure in the Nuremberg area. The men, aged 39 and 50, have been in custody since October 7.
Prosecutors told Reuters they believed the suspects had acted for payment on behalf of a foreign state or organization, but did not identify a client. Der Spiegel, citing sources, reported that investigators were exploring whether the men had been acting for Russia.
German media reported that the alleged plans may have involved infrastructure close to a railway line and electricity transmission lines. Those details remain allegations under investigation and do not establish that an act of sabotage was carried out.
Romanian authorities are separately investigating an arson attack on an industrial facility in Brașov in September. According to Der Spiegel, the two Belarusians held in Germany may also be linked to that incident. Romanian prosecutors are seeking their extradition, and any involvement in the fire must be assessed through the criminal proceedings.
