Russia's Federation Council on October 28 approved ratification of a protocol changing procedures for military-technical cooperation with Kyrgyzstan. The document, signed on November 26, 2025, addresses how authorized organizations in the two countries can deliver military-related products to one another.
The protocol provides simplified procedures for certain categories of transactions. Under specified circumstances, eligible deliveries will no longer require separate import and export licenses normally associated with the international transfer of military goods.
The changes concern the administration of bilateral military-technical exchanges. They reduce part of the paperwork for a defined group of participants; they do not remove every form of oversight or apply automatically to all cross-border military shipments.
Russia and Kyrgyzstan already cooperate on security and defense matters. Simplifying the documentation could facilitate future equipment transfers, maintenance work or contractual deliveries under bilateral arrangements.
Approval by the upper house is one stage of ratification. It does not mean that a new arms contract was signed or that specific weapons were transferred on October 28. Application of the new procedures depends on completion of the required legal steps and the protocol's terms.
