Russia could introduce an additional charge on airline tickets in 2027. In its assessment of the draft federal budget for 2027–2029, the State Duma's Budget and Tax Committee discussed a charge of 500 rubles for domestic flights and 1,000 rubles for international flights.
The proceeds would be used to support purchases and operation of new Russian-made passenger aircraft. The committee materials refer to 258 planes of the MC-21, Tu-214, SJ-100, and Il-114-300 types covered by the state program to expand domestic aircraft manufacturing.
The Industry and Trade Ministry is developing the mechanism on the Russian president's instructions. The proposed arrangement is intended to help offset aircraft leasing and operating costs, effectively asking passengers to contribute to financing the renewal of the country's passenger fleet.
The amounts remain parameters of a proposal under discussion. A committee assessment is not an enacted law, and the starting date, which tickets would be covered, and how revenues would be distributed depend on further government decisions.
Russia's aviation industry faces restrictions on access to Western aircraft and spare parts amid sanctions imposed after the country's invasion of Ukraine. Delivery timelines for new domestically produced airliners have also been revised repeatedly.
