MegaFon recorded the highest number of monitored mobile-internet shutdowns among Russia's major operators during selected months in 2026, according to data from Amnezia Pulse examined by the independent outlet Verstka. The findings were published on October 28.
The monitoring project recorded 35 incidents affecting MegaFon in May, 13 in September and 20 in October — a total of 68. Over the same observed periods, T2 registered 55 incidents, Beeline 51 and MTS 50. These are disruptions identified using the project's measurements, not a count of every subscriber complaint nationwide.
Verstka cited a mid-October example in which mobile internet abruptly stopped working in Chelyabinsk, Sverdlovsk and Nizhny Novgorod regions. According to the researchers, the restrictions lasted about eight hours.
During the Moscow internet restrictions announced for international gatherings on October 27–29, Amnezia Pulse also detected a sharp drop in MegaFon's connection speeds. The project's charts suggested that other major operators' speeds were closer to their usual levels over the same period. The Digital Development Ministry had warned that mobile access might be restricted within Moscow's Third Ring Road.
Shutdowns affect more than browsing websites or using messengers. Mobile connectivity supports navigation, payments, workplace services and access to urgent local information. The differences among operators show that residents of the same city can experience restrictions in markedly different ways.
