In the first nine months of 2026, Russia’s telecoms watchdog Roskomnadzor opened 329 administrative cases against mobile operators over breaches of anti-fraud rules. According to the agency’s response to journalists’ inquiries, the total fines imposed approached 280 million rubles.
The reported number of cases was 26% higher than the figure for all of 2025. The increase points to more active enforcement, but the number of cases alone does not reveal how many fraudulent calls were actually prevented.
Telecom operators dispute some of the grounds for the fines. MegaFon has pointed to penalties for failures to verify SMS senders, while other industry participants cite database errors and delays in synchronisation with government systems.
Roskomnadzor's statistics include breaches of subscriber identification rules, limits on the number of SIM cards and requirements to transmit information to the Antifraud system. The nearly 280 million rubles represents fines imposed, not necessarily money already collected.
