Russian Digital Development Minister Maksut Shadayev proposed on October 29 that mobile operators block not only SIM cards linked to fraudulent accounts on the Max messaging platform but also other numbers registered to the same person. He put forward the proposal at the Kazan Digital Week forum.
Shadayev said Max already identifies suspicious accounts and blocks them within the app, but argued that this is insufficient because fraudsters can continue operating through other numbers. He proposed a mechanism for sharing information between the messaging service and mobile operators.
The minister also raised the possibility of a temporary ban on registering new SIM cards for identified offenders, a measure he called a cooling-off period. These are proposals, not restrictions already imposed on all Max users.
