Sberbank estimates that it accounts for approximately 25–30% of primary placements of Russia's federal loan bonds, known as OFZs. Chief financial officer Taras Skvortsov gave the figure during a discussion of the bank's financial results on October 28. It refers to new government bond issues, not a quarter of Russia's total sovereign debt.
According to the bank's figures, its OFZ holdings reached 8.19 trillion rubles by the end of September 2026, compared with 7.44 trillion rubles at the end of 2025. The portfolio therefore grew by approximately 750 billion rubles over nine months.
OFZ bonds are a key means by which the Russian government borrows domestically to finance spending and cover the budget deficit. The country's largest bank plays a substantial role in placing government debt through Finance Ministry auctions.
