The British government unveiled more than £10 billion in additional support measures for Ukraine on October 28. The package combines several forms of financing: economic assistance, export finance and spending on air defence.
According to the UK government announcement, £7 billion is earmarked for economic support over three years. A further £3 billion will expand the financing capacity of UK Export Finance. An additional £500 million is intended to strengthen Ukraine's air defences. The economic component includes up to £5.5 billion in guarantees to the World Bank and a £500 million contribution to the International Development Association's crisis response mechanism. Those commitments are part of the broader economic package, not sums to be added on top of it.
The figures should not be treated as a single cash transfer to Ukraine's state budget. Export finance involves lending support and guarantees, while the economic commitments span several years. How the funds are used will depend on the terms of the respective programmes.
Ukrainian officials confirmed discussions of the new package with their British counterparts. The announcement comes as Ukraine prepares for winter and seeks additional funding for air defence.
