Ukraine's parliamentary commissioner for human rights, Dmytro Lubinets, said on October 29 that Ukrainian representatives were being prepared and dispatched for a humanitarian mission linked to the evacuation of residents of Russian-occupied Oleshky in Kherson region. Russian representatives also reported actions taken under the arrangements.
The mission is being organised under an agreed local humanitarian arrangement intended to allow access to civilians and enable them to leave. A proposed route through Russia and Belarus had previously been made public.
Russian commissioner Yana Lantratova spoke publicly on behalf of the Russian side, while Lubinets represented Ukraine. Their statements confirm the involvement of their respective representatives in preparations, but do not establish that an evacuation has been completed or that civilians have reached their final destination.
Oleshky lies in Russian-occupied territory in Ukraine's Kherson region. Residents previously described shortages of assistance and the dangers of leaving on their own. The mission aims to deliver humanitarian aid and enable civilians to leave safely, with the involvement of both sides.
