Russia's Social Fund draft budget for 2027 earmarks more than 134 million rubles for the Zabota rehabilitation center. But the center did not have a medical license at the time of an Accounts Chamber inspection, The Insider found after examining budget documents and government registers. The money is proposed funding, not an amount already disbursed.
According to the Accounts Chamber's findings, the institution lacked the license required to provide medical rehabilitation and sanatorium treatment as of September 14. Inspectors assessed its main building as having limited structural serviceability and the basement floor structure of its residential building as being in an emergency condition. The auditors considered the proposed subsidy premature.
The Social Fund's draft budget allocates more than 3.8 billion rubles in total for treatment and rehabilitation of people who took part in the war. The lack of a license during the inspection does not establish that the center had already provided medical services without one.
