The Communist Party's Tyumen branch said on October 30 that city officials had rejected four notices for a November 7 rally at three proposed locations. Party representatives said the refusals were explained by other events already scheduled for those sites. According to the party, city hall cited events organized by the Young Guard of United Russia.
The Communist Party decided to hold the rally in Komsomolsky Square, where that type of public event does not require separate approval. In its public announcement, the party protested rising prices, unemployment and restrictions on internet access. Another stated aim of the event was to support participants in the war in Ukraine.
Tyumen authorities have previously refused permission for public events on the grounds that Young Guard activities had been scheduled at the same locations. An earlier picket commemorating victims of Stalin-era political repression was rejected on that basis.
