A power outage affected Kaliningrad and several other communities in the region overnight on October 31. Regional authorities said electricity was restored within the first hour after the disruption by redistributing demand to other generating facilities.
According to Mariam Bashkirova, the regional governor's spokesperson, emergency protection systems at Kaliningrad's CHP-2 combined heat and power plant shut down some equipment. Residents of Guryevsk, Svetlogorsk, Pionersky, Yantarny and Gvardeysk also reported interruptions.
Grid operator Rosseti Yantar said it had found no technical failures at its own network facilities and attributed the switching operations to the plant's protective equipment.
