Russia's Labor Ministry opened a draft government decree for public consultation on October 30, proposing a 2027 quota for hiring foreign workers from countries whose citizens require visas. The proposed quota is 382,800 work permits, according to the ministry's statement.
The proposed quota is based on employer requests reviewed by regional interagency commissions. The ministry said skilled workers accounted for 92% of the reported demand and that the total number of permits was equivalent to approximately 0.5% of people employed in Russia.
The ministry listed China, India, Vietnam, Turkmenistan, Bangladesh, Sri Lanka and Turkey among the main countries from which workers would be recruited. The proposal does not mean all the permits will be used or that the corresponding number of workers has already entered Russia.
