The regional coordination headquarters in Nizhny Novgorod Region announced new restrictions on gasoline sales on November 1, limiting each vehicle fill-up to 40 liters. Sales of gasoline in canisters and other portable containers have been banned, while diesel fuel is exempt from the new limit. The measures were outlined in a report on the regional headquarters' announcement.
The headquarters also restricted the removal of fuel from storage facilities in the region, with exemptions for the Defense Ministry and emergency services. Gas stations near the regional border were additionally instructed to limit gasoline sales to vehicles registered in other regions.
Authorities ordered stricter enforcement of an existing odd-even rationing system. On even-numbered dates, vehicles whose license plate numbers begin with an even digit may refuel; on odd-numbered dates, the rule applies to plates beginning with an odd digit. According to the headquarters, volunteers, police officers and National Guard personnel are to be stationed at gas stations.
Regional authorities said fuel supplies remained stable.
The measures were announced after a drone attack on Nizhny Novgorod Region. Governor Gleb Nikitin had reported damage to an industrial facility in the Kstovo district. Authorities initially reported no injuries, but the governor later said one woman had been injured.
