The Russian Embassy in Montenegro announced that Montenegrin citizens will need visas to enter Russia from December 30, 2026. The diplomatic mission's statement was published by Vijesti on October 30.
According to the explanation conveyed by the newspaper, the embassy cited an agreement signed by the governments of Russia and Montenegro on September 24, 2008. The Russian side said the existing travel arrangements would end after the notice period stipulated by the agreement following Montenegro's formal notification of withdrawal. The embassy said the visa-free arrangements would expire on December 30.
The embassy also referred to Russia's Federal Law No. 114-FZ of August 15, 1996, which governs entry into and exit from Russia. According to the mission's statement, a visa will be required from that date regardless of passport type.
Separately, Montenegro introduced visa requirements on November 1 for Russian citizens who do not qualify for an exemption. The changes affect travel in both directions but take effect on different dates.
