Russian energy group En+ is withdrawing from an upgrade of a 150-megawatt generating unit at Irkutsk Thermal Power Plant No. 10 amid rising equipment costs and electricity supply constraints.
According to information obtained by Kommersant, equipment costs rose by about 70% from the project's original budget. A penalty for withdrawing from the upgrade has been estimated at approximately 370 million rubles.
Another obstacle is a shortage of generating capacity: taking the unit offline for an extended period would be difficult. A government commission on the electricity sector considered the termination of the project.
