Users of emergency warning apps in Russia and Ukraine received false notifications on the evening of November 1, including alerts about supposed radiation and chemical hazards. The warnings did not correspond to genuine alerts issued by the responsible services.
In Russia, unauthorized messages appeared in an app operated by the Emergency Situations Ministry. Russian officials said other warning channels, including text messages and sirens, continued to operate.
In Ukraine, similar false notifications appeared in the Povitryana Tryvoha air-raid alert app. The operator said the app's normal operation was restored overnight.
Those responsible for the notifications have not been identified. There is also no confirmed evidence linking the two incidents.
