Organizers of the humanitarian mission arranged transport with 750 seats for residents leaving Russian-occupied Oleshky, but far fewer people departed, according to Russian Human Rights Commissioner Yana Lantratova. At a November 2 news conference, she said the evacuees had not been counted precisely.
Lantratova said many buses returned empty, some people boarded along the convoy’s route and others were afraid to register on evacuation lists.
Ukrainian Human Rights Commissioner Dmytro Lubinets said the two sides had agreed not to disclose the number of people evacuated in each direction.
