Amendments expanding the range of administrative offenses that can result in deportation for foreign nationals and stateless people in Russia will take effect on November 3. According to an overview of the legislative changes, the number of qualifying offenses under the Administrative Offenses Code will rise from 22 to 45.
The amendments are set out in Federal Law No. 294-FZ of August 4, 2026. The expanded list includes certain violations of rules governing public assemblies and rallies, conduct classified under Russian law as “discrediting” the armed forces, calls for sanctions, and minor disorderly conduct.
The law also raises some fines for violations of immigration rules. Adding offenses to the list does not mean deportation will be automatic in every case: the applicable penalty depends on the particular provision and the procedure prescribed by law.
