Russia's president signed a decree establishing a register of money and precious metals held in accounts of deceased people when the assets qualify as escheated property. The Russian Federal Property Management Agency, known as Rosimushchestvo, is to maintain the register, under a decree published on November 2.
The system provides for information sharing with the Federal Tax Service, the Federal Notarial Chamber, the Federal Bailiff Service and financial institutions. The listed conditions include the account holder having died more than five years earlier, removal from the tax register and the absence of an open inheritance case.
Under Russian inheritance law, property is deemed escheated when there are no heirs or when other legal grounds require it to pass to the state. The decree governs the accounting of such assets; it does not order the automatic seizure of every unclaimed deposit. The government has been instructed to prepare the necessary amendments by April 1, 2027.
