Ukraine’s parliamentary human rights commissioner, Dmytro Lubinets, announced on November 2 that he intends to establish a Center for the Return of Civilians under his office. He said the humanitarian mission in Russian-occupied Oleshky had exposed shortcomings in the coordination of efforts to bring Ukrainians home.
The proposed center would help civilians held in Russian detention facilities and people living in occupied Ukrainian territories. Lubinets said their relatives would be able to seek assistance with their return.
Under the concept described by Lubinets, the center would provide assistance after return, including social services, medical care and psychological support. He said the existing Child Rights Protection Center would serve as a model.
