The Volgograd Regional Court on October 8 overturned for a third time a district court decision that had prevented a collective lawsuit over mobile internet shutdowns from being heard. The latest procedural ruling became public on November 2. The case has again been sent to the court of first instance; the legality of the restrictions has not yet been examined on the merits.
The lawsuit was filed in April by 24 Volgograd residents against the FSB, Roskomnadzor and mobile operators MTS, Beeline and MegaFon. The plaintiffs seek compensation for the loss of mobile internet service between September and December 2025.
Lawyer Ivan Ivanov said a Beeline representative had attributed the restrictions at one hearing to a decision by a regional operational headquarters headed by the governor. Ivanov said he requested the relevant document from the regional administration but was refused because his request did not give the document's number.
