In a November 1 interview with Fox News, Ukrainian President Volodymyr Zelenskyy proposed a one-month pause in Ukrainian strikes on Russian oil refineries if the United States provided Patriot air-defense interceptors for the same period. The terms are drawn from published accounts of the interview.
According to those accounts, Zelenskyy said Ukraine was willing to pay for the missiles. He also described another possible condition for pausing refinery strikes: an end to Russian attacks on Ukraine's energy infrastructure. No such agreement has been announced.
