Russia's Federal Antimonopoly Service (FAS) said on November 3 that 146 regional agreements aimed at restraining retail fuel prices were in force across 52 regions counted in Russian administrative statistics.
In its previous update, the FAS had reported 127 agreements in 45 regions. The number of agreements has increased, but that does not in itself establish that petrol or diesel prices have fallen at every individual filling station.
According to the regulator, some agreements cap retail markups at between 6% and 15%. That is a range applying to individual agreements, not one uniform markup for every type of fuel and every region.
The agency also reported 76 administrative cases and 109 warnings arising from its oversight of the fuel market. Those enforcement measures are separate from the count of fuel-price agreements.
