Moscow's 235th Garrison Military Court ordered the detention of Sergei Lukin, the former chief executive of the Tula Cartridge Plant. The ruling was issued on October 14, 2026, and his defense appealed the custody order to the Second Western District Military Court, Kommersant reported on November 3. The appeal concerns pretrial detention, not a determination of guilt.
Reports differ on the alleged offense. According to Kommersant, the Russian Investigative Committee's Main Military Investigation Directorate is pursuing a case involving especially large-scale fraud under Article 159(4) of the Criminal Code. TASS, citing a law enforcement source, reported a smuggling charge under Article 226.1. No court record establishing the precise legal classification has been published, and there is no basis to say Lukin faces both charges.
Alexei Rybakov, who previously oversaw security at the plant, became its chief executive on October 29.
Founded in 1880, the Tula Cartridge Plant has exported ammunition, including under the Wolf brand. The United States and the European Union placed the company under sanctions in 2023–2024 over ammunition supplies to Russia's military.
